What Causes A Skin Rash That Feels Hot And Itchy When Touched?

I have a patch of skin on both arms in the same area ( upper arm from the elbow crease to the bicep) that is incredibly hot and very red. I initially thought it was sunburn but has continued now for 5 days. It is easily irritated, worse at night and with clothing.
