What Causes A Lump On The Ankle Of A 3.5 Year Child?

My daughter is 3.5 years old. I noticed a few weeks ago a round lump on her ankle. I thought it was the bone. But looking at it, it is way too round. Also, it moves a little bit. It is about an inch diameter and right below that ankle bone on the right side of her ankle. Is it a cist?
