It can be Lipoma, a collection of fatty tissue which are usually painless and Benign ( Non Dangerous) Sebaceous Cyst is another such swelling but it has some central spot or pore in most of the cases In Case , you had some traumatic injury to this region of the body then Haematomas which with time become calcified and hard present like this Ganglion is another condition which present as hard lump under skin... your second concern was who you should see you should visit your physician (GP) or better you can consult some General Surgeon for evaluation , work up and treatment Hope this may help you.
