Hii , Welcome To HCM & Thanks For Asking Your Query Here

I have gone through Your query and will try to provide information you need on it

as you said you are having this problem since last two months means the problem is persisting and root cause of the problem is still there

flaky skin and itching on scrotum is most probably caused by an fungal infection of the groin.but it can also be caused by many other medical conditions
as you said u already applied hydrocortisone which is not a antifungal medicine but is a steroid ointment and you should never apply it without consulting a doctor

these are few instructions u should follow-
Wash the area and then dry thoroughly by pat drying, not rubbing.
It is important that the skin is not damp because the damp skin is an ideal site for fungus to grow.
Also wear cotton underwears and change them twice a day.
after wash and pet dry the area u can apply an antifungal ointment such as candid , but i will advice u to visit a dermatologist

even though it has been two months you should not worry much as this can still be treated well

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, i would strongly suggest you to you visit a dermatologist to rule out any underlying medical condition

I sincerely hope that helps.
Take care and please do keep me posted on how you are doing.
