What Cause Rashes On The Entire Body To 4 Year Old?

My 4 year old son has what seems like a rash on almost his entire body his cheeks are really red and the rash is veiny red line lacey pattern and skin color is only slightly discolored in between. He doesn t have a fever or seem to even be ill. The rash becomes brighter then fades and comes back. It resembles hives but not exactly. I thought an allergic reaction but nothing has change in his environment.
