Your father who has cerebral insufficiency due to brain atrophy has urinary incontinence Urinary control is governed by brain which sends signals to spinal cord to maintain continence . Since he has lost normal cerebral control he has developed urinary incontinence . In a given situation urinary incontinence will lead to other complications like bed sores ,infection .excoriation of genital skin . I would suggest to get Supra-pubic Cystostomy done .In this procedure an indwelling catheter is placed directly in to bladder through anterior abdominal wall , so that urine is drained out in to collecting bag continuously which helps to stop leaking of urine from urethra and helps to prevent other complications.
