Suggest Treatment For The Bleeding From Frenulum

I just tore my frenulum. The cut won't stop bleeding. I have now put neosporin on the cut and an ice pack to hopefully stop the bleeding. I don't have medical insurance. I have torn my frenulum before, but not with this much blood loss. Should I go to the hospital still?

As an Urologist, let me advise you to report at once to the casualty of nearest hospital. The penis has a very rich blood supply, hence , bleeding will be excessive. Apply pressure over the area, with a clean cloth, to stop bleeding.
Depending on the severity of the injury, stitches or pressure dressing, will be done.
