Welcome to health care magic.

1.So history suggests there absence of testis in the left scrotal sac according to the old reports.
2.If you are feeling pain in the testis then the cause could be infective / inflammatory s you have not mentioned any history of lump.
3.As a diagnostic - ultrasound is investigation of the choice. Ultrasound will evaluate the testicular parenchyma, any free fluid or mass lesion, chord and epididymis. At the same time one can search for the ectopic testis.
4.Ectopic testis can be find any where from the lower abdomen to inguinal region.
5.Rearding specialist you need to approach is general surgeon - in any hospital even in appolo hospital. Good luck.

Hope i have answered your query.
