Suggest Treatment For Shin Ulcers

I have had shin ulcers, first from a blister on my shins going on e years now. The sores go inward and try to heal but lumpy. very painful and spread only on the lower part of my legs. my right leg didn't have this rash/blister/ulcers until 2 yrs ago. Extremely itchy and dry if I don't keep zinc topical lotion on. do not heal...blisters are small then grow sometimes and very hard shooting bouts of needle like pain.
