Suggest Treatment For Recurring Wheezing, Cough And High Fever In A Toddler

My grandson, age 18 months, has been raspy and wheezy since he was 5 months old. He coughs with any physical activity whatsoever. He has been running a fever of 101-104 degrees for the past 4 days. One doctor gave him Tamiflu, even though he tested negative for flu. The same doctor today said he may have an ear infection and put him on antibiotics. This child should not be congested and running fever like that much of the time. They said his lungs sound clear. Any advice on what it could be?
