Suggest Treatment For Pulmonary Edema

Hi. My dad suffered pulmonary odema. An attempt to block the leak of fluid into his airsac was successful .however the doctor mistakenly forget to drawn all the fluid before the surgery and this has caused several blocks in his airsack. I need help and a specialist to help solve this condition for me since he struggles to breath well at the moment. Want to take him to india .can you advise me on any first aid and hospital details
