Suggest Treatment For Problem With Retraction Of Foreskin

my foreskin is attached to the penis head on the left side. when i try pull the skin back not all my foreskin can pull back. should i try pulling and stretching it back gradually? when i do it hurts and i start to see these tiny spots on the raw layer.

Dont try to pull it by hand because it will bleed and may cause infection.
i shall advise you to consult a surgeon to get the attachment strippled by surgical method.
