Allergy is a possible cause.However, persistence of symptoms on Benadryl and cortizone suggest it could be a bacterial or fungal skin infection.I will suggest you bath the child with an antiseptic solution like cyteal or dermobacter and observe.If the blisters continue, you see the Doctor to reevaluate the lesions.
