Laryngitis, inflammation/infection of the larynx is responsible for the hoarseness.
This can be due to infection such as
common cold or inflammatory causes such as
post nasal drip of mucus.
IF you are wheezing and it is not responding to your inhalers then you need to see your doctor as soon as possible.
In addition, to help with the hoarseness, you can try: (1) try to use soft phonation, not a whisper, if possible.
It has been found that whispering actually puts a lot of stress on the vocal cords

topical steroid nasal spray may help reduce the secretions somewhat eg nasonex, nasocort, flonase, rhinocort
This can be used with a decongestant and mucolytic (medication to break up mucus eg bisolvan, mucomyst, guaifensin
(3) drink a lot of fluids
(4) a humidifier may also help as well
