Hi..
Welcome to HEALTHCARE MAGIC..

I have gone through your query and can understand..

As per your complain you have a considerably high sugar levels both fasting and post-meal and the cause for tight foreskin also known as Phimosis and fungal infection is also due to high blood sugar levels only..
You should first of all consult an Endocrinologist or a Diabetologist and get evaluated and he can advise you proper doses of oral hypoglycemic drugs
[ that reduces blood sugar levels]..
Gradually as the blood sugar levels will come to normal your fungal infection and tightness of foreskin will start to resolve on its own..
You can take fluconazole for reducing fungal infection but reducing blood sugar levels is mandatory and first to be done..
You should also do diet modifications and curb down intake of refined sugards and carbohydrates, take more of fibrous foods and green leafy vegetables and do moderate workout or walking for atleast 30 minutes..
The condition will improve on its own and I do not think then Circumcision will be needed..
In case if after maintaining proper blood sugar levels and resolution of fungal infection if still phimosis is present then you can think of circumcision but not now..

Hope this information helps..

Thanks and regards.
