Suggest Treatment For Extremely Itchy Rash On The Chest And Scalp

Jan 15/15 strep throat and severe case of conjunctivitis that lasted 2 weeks. March 20/15 started with 2 itchy patches on torso (each patch on a side). April 22/15 itchy raised bumps appeared on right and left forearm and elbows. Itched so much that bumps opened and scabbed over...extremely itchy. Rash then moved to chest, scalp hairline, shins bilaterally and full upper back including shoulders. Lastly rash has moved to both knees and outer thighs. I was told possibly scabies... I have treated two times without any relief. What could this be?
