Urologist 's  Response
Hello and Welcome to ‘Ask A Doctor’ service. I have reviewed your query and here is my advice.

This problem is called phimosis. most definitive surgical procedure for this is circumcision. Or you can do what's called dorsal slit, cutting a part of foreskin so that the glans (head) of the penis can be retracted. phimosis can predispose you have urinary tract infection and infection in the penis as urine gets trapped in the space behind foreskin. how's your urine flow? if you are uncomfortable and have slow urine flow, consider surgical interventions as definitive management. alternatively, dexamethasone cream can be applied for phimosis but outcomes are not as great

Hope I have answered your query. Let me know if I can assist you further.
