Hi, what you describe suggests that the child has problem with speach and cognitive impairement. This could be due to a number of causes. get an MRI brain done to find out the cause of it. the child might be suffering from Cerebral Palsy or any HIE sequelae that happened during birth. also get an IQ assessment done and a hearing assessment done.
The child will require physical and mental rehabilitation. Medications are not so helpful in such conditions. Citicholine(cognizine) improves cognitive function and might help the child.
Thanks and regards.
