Suggest Treatment For Damaged Capillaries In The Lower Legs

I have damaged cappuliies in my lower legs. they were damaged by cold/gas exposer. can they be fixed? I am getting them looked at. But I'm just getting ran around and then brushed off by the people working in it. I was told it was repairable then eight month later no you can't do anything about that? So if you have any thoughts I would love to hear them. Thank You Mike Keogh
