Suggest Treatment For Conjunctivitis In Both Eyes

My 12 yr old son has had conjunctivitis in both eyes for 9 weeks. He was first prescribed an antibiotic, Oflpxacin for 5 days. Two weeks later, he was prescribed an antibiotic + steroid drop due to eyes not fully improved. Two weeks after that, eyes still red with stringy, white discharge. Diagnosed as allergic conjunctivitis he was prescribed FML 3-4x day and recommended Zaditor 2x day. His eyes improved while on the steroid drops but went back to very red with same discharge upon stopping FML after a week. Back to the doctor 3 weeks later who still thinks it s allergic and advised to go back on FML and also prescribed Patanol. It wasn t specified how long to stay on FML drops so I stopped after 7 days. Eyes are red and have discharge again. First, I am worried about overuse of steroid drops. Second, I am concerned that his eyes are not improving fully. He has also started immunotherapy shots for a cat allergy (we have two). Are we just exacerbating the problem?
