It's all fixable with admission to a hospital. I cannot say what she has but I can give several reasonable possibilities for what she might have.
Certainly arm infection is possible. Methamphetamine causes vessels to contract and if an arterial injection it can cause loss of blood to a lim with consequent gangrene and loss of the limb. It does this all over also and this often causes increase in blood pressure and/or heart attack.
