Suggest Treatment For Blood Blister On Scrotum

Not diabetic, not on blood thinners. Had pin-prick size cut on scrotum from what appeared to be a small blood-type blister. Would not stop bleeding. After about 4 hours of a applying pressure with an ice-cube wrapped in gauze the bleeding finally stopped, but not until after using a roll of toilet paper and several wash clothes to soak up the blood. This is not the first time, but does not happen often. Once maybe in a year or two. What is the best method to stop this type of bleeding more rapidly?
