Suggest Treatment For Blisters Under The Skin On The Palms And Feet Of A Child

My granddaughter is 8 and lives with us. Four days ago she started breaking out on the bottom of her feet and palms of her hands with red blotches. Very painful and swelling. We have had her in 2 emergancy rooms and tried to get in touch with her dr. no one knows what is the problem. She has a bad case of poison ivy the dr has treated with 20mg. of predsone. But they said this is not a reaction to it. No fever, after 4 days they look like blisters under her skin. Any help. Please.
