Dear
Welcome to HCM
We understand your concerns

I went through your details. I can understand. Mentally retarded and blind. I am sure that he is under treatment. The best way to understand his present status and diagnosis, is to consult the same doctor who treats him. Online diagnosis of the case with given description is quite difficult. Take care.

If you require more of my help in this aspect, please use this URL. http://goo.gl/aYW2pR. Make sure that you include every minute details possible.
