Hello and welcome to HCM
A few causes for you to consider are commonly fungal infections, or possibly an allergic/irritant reaction in the area, other infestations,.etc
Commonly fungal infection occur there due to sweat or moisture, tight underwear etc. Even though you have applied creams, the infection can come back if you stopped treatment halfway or did not complete the full course even if the rash had healed, as the infection is still in the skin.
Also consider allergy to you underwear, synthetic material, sweating, or any constant rubbing of clothes on the skin. Dont apply talcum powder, apply an antifungal absorbent powder. If there is allergy you will keep itching, leading to the same cycle.
Keep a check if anyone in contact, family members have similar symptoms. They can spread on contact, clothes, towels, toiletries. Keep everything clean and separate.
Also note if the rash is spreading, or has any pus, discharge, blisters etc. as other conditions will then have to be ruled out by a dermatologist.
FOr now, use an antifungal soap, terbinafine cream regularly twice a day atleast for 3 weeks, and tablet course of terbinafine 250mg daily for 14 days.
Dont stop applying in intervals, even if the rash seems to clear.
Use the antifungal powder after bath. Wear loose cotton clothing.
Complete the course. If it still persists, visit the dermatologist, get a test to confirm fungal cause or rule out other causes and be treated for the same.
Hope this helps.
