Suggest Cause For Fever With Swelling In Legs In Elderly Woman?

Here are the symptoms my mom has been experiencing for the last 20 weeks. She has been to several types of doctors. They are: slight fever, 99.9-100.9 (not every day but most), her head feel swollen all the time, her legs are weak, no energy. She has seen an ENT, going to dizzy clinic right now, has seen chiropractor. In the past she saw an Internal medicine doctor. Her regular doctor did blood work and everything is fine. She is 73 years old. Her doctors have given her antibiotics for her condition thinking it was an infection. I personally think she is depressed. What do you recommend?
