report is suggestive of a mass lesion in the brain, which could either be malignant (cancer) or benign (without cancer). As it is cystic (filled with fluid), there are more chances of it being benign.
This mass lesion is pressing on vital structures of brain, which is responsible for speech and swallowing problems.
He should consult a neurosurgeon, and undergo a surgery to remove the lesion.
