Should The Doctor Be Consulted For Complaints About Left Arm Pain?

Good morning, my mummy has been diabetic for 6 years now, her should is relatively controlled but not yet on target. Now she has been complain of pain in her left arm and down to the hand, and she no more raises the hand above the head level and associated sleepless night. What should we do?
