Hello and welcome to HCM,

Broad based discs at the level of L4-L5-S1 along with narrowing of the foramina suggests a dura based lesion, most commonly meningioma.
Pressure on the exiting nerve due to this broad based bulging mass can lead to symptoms in the region where the nerve supplies. If the lumbar nerves are involved, symptoms are felt in the lower limb.

You need to consult your doctor with the report.
The nature of the broad based mass needs to be determined.
Meninigioma is just one of the possibility.
In case it is meningioma, it has to be excised.

Thanks and take care
