Need A Second Opinion On The Water Blister In Thigh

Hi Dr My Grandaughter developed a water blister between her left thigh its as big as a R5 coin , My daughter just took her to the GP, and she avised her to take her daughter to RED CROSS children hospital it looks like a boil. My concern is i need a second opinion ,my grandchild is only 2yrs old
