My Skin Has Darkened On My Left Elbow And The

My skin has darkened on my left elbow and the right side of my wrist over the last year or so.(At one point my left knee was also very dry and bumpy but it smoothed out and the grooves of both elbows were bumpy, darkened and itchy). The skin on the elbow and wrist is getting darker and is very dry, somewhat itchy. I've tried all kinds of lotions and oils and the skin stays very dry and ashy looking. The skin is also rough. I was diagnosed with papular and pruritic dermatitis at one point. I'm also on about several medications for HBP, COPD, dermatitis, cardiomyopathy, thoracic lumbosacral neuritis, degenerative arthritis of the spine, gastric ulcer, hiatal hernia, OSA, SC Disease & Carpal Tunnel. I know this TMI but. but can you suggest something for my skin or tests I may need to have done?
