Hello and welcome to HCM
I would like to know whether the small swelling is painful or painless.
Is there is any associated redness of the overlying skin?
See if you can see some hair shafts projecting out from the swelling.
I doubt that the swelling is due to in grown hair as this is not the classic site for in grown hair.
On the contrary it could be a lymph node (lymph nodes are present at this region), simple cyst, sebaceous cyst, soft tissue swelling etc.
You should visit your doctor for examination and few investigations like fine needle aspiration cytology (FNAC).
FNAC samples the cells present in the swelling and helps to make diagnosis.
Thereafter on the basis of FNAC report the swelling can be excised.
See if you are having any problem related to urination (burning, increased frequency of urination) or any injury in lower limb as these are common causes of enlarged lympn nodes in the inguinal region (pelvic crease region).

Thank you and take care
