Low BP And Heart Palpitations

my blood pressure registered this evening at 101/66. Is this too low? I have also had an influx of heart fluttering (feelings of a skipped beat) for the past month. I had a normal echo with mild right tricuspid regurgitation and mild mitral valve regurgitation . I have also had 2 menstral cycles in 30 days, can hormones cause the fluttering sensation ?
