Hi,

Visit a dermatologist to know the underlying cause of scalp dryness( it could be seborrheic dermatitis or psoriasis)
In the meanwhile to treat your scalp, use a ketonazole and coal tar based shampoo every alternate days . Applying a steroid and salicylic acid based lotion over scalp along with the shampoo would help immensely.
Hope that answers your query. Take care.
