Is Touching Each Other's Private Parts Normal Behaviour In Children?

my daughter touched another girls vagina at school and has been being really possesive of this girl....when i spoke to her today she told me another young girl told her to do it....what are ways to help with this behavier and is it normal for a child to explore like this?.....the touching was over the clothes...

I can understand your concerns.
It is normal for children to explore their and each others private part. But this is not acceptable. Use this thing as a teachable moment. Whenever you find them doing this tell them about personal spaces and how ones personal spaces are not to be touched by anyone else. Tell them its not abnormal but not to be done at this age and its private, not to be done in public. Answer their questions patiently.
