Hello and welcome to HCM,
An itchy spot on chest is unlikely to be due to shingles.
Shingles is characterized by excruciating pain along a dermatome.
It does not cause itchy lesion.
A past history of chicken pox and shingles increases the possibility of developing it in future, however, it does not cause an itchy lesion.
An itchy, sore and sensitive lesion can be due to fungal infection, insect bite, allergic reaction or some primary skin lesion.

Thanks and take care
