Breast size is genetically linked, but can be influenced by factors such as nutrition and monthly hormonal cycles. While breast size, age of onset of periods, and similar factors may be similar between mothers and daughters, the genetics of this extends beyond just parents and the characteristics of other relatives may also be predictive. The pattern of growth in aunts and first cousins may also indicate some possibility for further changes. It is impossible to predict final size, however. For these things, sometimes "time will tell" is the only real answer.
