Is Surgery Essential For Affected Posterior And Tibial Tendons Causing Pain?

Hi,I have deltoid ligament sprain 4 months ago and 1month back i got posterior and anterior tibial tendons affected.Not much of swelling and it pains moderately when i walk for more than 10 minutes..does it require surgery or injection or would it be cured slowly with time
