Is Shoulder Blade Pain Upon Raising The Arm Suggestive Of Muscle Strain?

Pain in front part of shoulder joint when bringing my arm up and to the rear. Can raise my arm up to the side or overhead without the pain. Within the past 24 hours, had coiled up 100 ft. extension cord over hand and elbow. Is this from muscle strain?
