Is It Usual To Sedate A Patient For Excision Of

Is it usual to sedate a patient for excision of a small mass on the caruncle of an eye? I was given a local anesthetic 20 yrs ago when a mole was cut off the caruncle of my right eye. That same caruncle has started to grow and the opthalmologist suggested an excision. I assumed it would be done using a local anasthetic again ( it is not a large mass, only obvious when looking closely at it, like when I put on makeup ). Instead I was told it would be at a surgery center with an anasthesiologist giving me a light sedative. Is this usual procedure? Thank you.
