Is It To Be Concerned About Child Teeth Growth?

Hi! My daughter will be a year old on Friday and already has her bottom two teeth. I thought she was cutting teeth on the top, it looked like a tooth at first glance but at closer look it looks more like a blister. It s white and not puffed out, kinda flat. What could cause that?
