Hi!
I appreciate your concern regarding the safety of Concor in diabetes.
Well, Concor should not be given to diabetic patients who are taking Insulins for the control of blood glucose, because it masks the signs and symptoms of hypoglycemia or Hypoglycemic awareness.
For diabetic patients who are managed by tablets concor can be used with cautions.
However the best practice now a days is give Lisinopril or Losartan to control blood pressure in a diabetic patient. They not only control the BP but also prevent the secondary complication of diabetes mellitus i.e. Nephropathy.

I hope I clarified your query.
Take care.
