I am 68 years old. In April of 2014, I had a TIA. (I had no balance). I was in the hospital 2.5 days. I now take plavix. My pulse rate usually stays in the low to high 50s and my BP ranges within 114 over 64 to 128 over 79. I stay cold most of the time. Is this acceptable?

Your blood pressure is okay according to your age. You should do some walking about 30 minutes a day this will increase you Basal Metabolic Rate and will keep you warm. You should not remain cold, you can use warm clothes and room heater to keep youself warm.
