Yes hernia surgery is safe at this age but as your didn't mention what type of hernia is this?? so cant comment what type of surgery. You can choose a pediatric surgeon at tertiary or higher level health care center. I wish all goes well.

You have not mentioned what kind of hernia child has because there are many types of hernia seen in pediatric age group, if the condition is sever and clinically symptomatic then operation would be necessary competent pediatric surgeon does it well, hope this helps you.
