Is Biopsy Necessary To Rule Out A Cancer Diagnosis?

Hi, I am a 48-year-old female who had a hysterectomy ten years ago. I have had intermittent sharp, stabbing pain in my lower right side off and on over the last seven or eight years. Lately, it has been a more constant dull, achy pain along with the occasional but more frequent pain. My PPC had me go for a CAT scan with and without contrast and they found a 1.5 cm lesion in my right inguinal area. They then sent me for an MRI with contrast which still came back as indeterminate. They said it is probably a benign tumor or an enlarge lymph node and want to send me for a biopsy. My question is why would I go for just a biopsy? Would a laparoscopy be better because they could still do the biopsy but if they could remove the tumor, they could do it then instead of having to do another procedure afterwards? I would like a second opinion but not sure what type of doctor I would go to for a second opinion. Thank you for your help.

Of course, biopsy is the preliminary investigation done in case of any kind of carcinoma. It is useful to see the extent and the level of cancer.
