Is Asymmetrical Scrotal Sac Shape In New Born A Matter Of Concern ?

Hi, i have 4.5 months baby boy,his scrotal sacs are not symmetrical ,ie, one side is shorter than the other,i did enquire about this when he was a month old but the doctor said there is fluid filled in the sac and it will take the normal shape gradually after sometime.but still its shape is unchanged and i m worried for this.please tell if it is normal, will it get into shape and how long it can take?
