How To Treat Wet Cough, Watery Eyes And Runny Nose?

i am 48 yrs old....i have a rattling in the chest at times...i cough all day long and it produces phlegm, watery eyes and i have to blow nose....i blow nose as much as i cough up phlegm....i have tried all types of allergy meds and mucinex and nothing works...and the problems is worse when i lay down.

As per your complain wet cough that means cough with phlegm production and runny nose along with watery eyes can be due to upper respiratory tract infection, sinusitis, lung infection, chronic obstructive pulmonary disease etc..
I would suggest you to consult an Otolaryngologist or Pulmonologist and get evaluated and a thorough clinical evaluation and investigations like sputum culture, throat swab culture, chest x ray and blood tests can help in diagnosis and treatment can be planned accordingly..
You can be advised a course of antibiotics like Augmentin or Azithromycin, anti-inflammatory painkillers like Ibuprofen, anti allergics like Levocetrizine, mucolytics like Ambroxol, decongestants like Pseudoephadrine and warm saline gargles and steam inhalations..
Avoid spicy and chilled foods..
Sip on plenty of warm water..
Chew a Vitamin C pellet daily..
Take a soft diet along with plenty of warm fluids..
Take appropriate rest..
