How To Treat Soreness, Tenderness And Itching In Breasts?

My daughter is 13 and has been complaining of soreness and tenderness and itching and burning of her breasts. She has applied ice and now a cream that is for her eczema on them. That seems to temporarily work. She also has been experiencing hair come out if the nipples. What shall I do? I m scared.
