Hello and welcome to healthcaremagic

Laser hair reduction (LHR) offers the best chance of long lasting and effective solution for your problem.

Apart from mild redness post-laser which goes away with ice-pack application there are really no side effects at all, if done by a well trained/experienced expert.

You may need to take a total of 6-8 sessions of LHR, at a gap of 4-8 weeks each for desirable results.

Regarding the darker skin of that area, you may try a skin lightening cream e.g kojic acid, twice daily for a few weeks.

regards
