General & Family Physician 's  Response
Hello
As you mentioned that your husband is having CONGESTIVE HEART FAILURE , CHRONIC RENAL FAILURE .
CHF and renal failure are responsible for fluid accumulation on dependent parts like legs .
My sincere advise , please admit in some hospital and take treatment .
However cough may be due to lung infection for some time cough can be controlled by codeine+chlorpheniramine maleat syrup .
This is not a treatment and just will provide some relief.
So please consult physician and get his opinion.
Good luck.
